Cliff Foster has served as general and special counsel for school districts for more than four decades. He advises and represents clients in every area of school and municipal law with particular strengths in personnel issues, student civil rights, constitutional analysis and practical, client-centered advice.

Cliff is a 1974 cum laude graduate of the University of Washington, and a 1979 magna cum laude graduate of the University of Puget Sound School of Law. In law school, Cliff served as Managing Editor for the University of Puget Sound Law Review. Cliff served as an Adjunct Professor of Education Law at the University of Puget Sound from 1984 to 1991, and is a past president of the Washington Council of School Attorneys.

Cliff retired from the full-time practice of law in 2019 and now serves as Of Counsel to PFR.
