Parker Howell
Parker Howell advises and represents public schools and school-related nonprofit organizations on a wide range of school and municipal law issues, with particular emphasis on employment law, labor relations, and schools administration and contracting. He appears regularly before the Washington Public Employment Relations Commission on unfair labor practice and unit clarification cases, and before labor arbitrators regarding issues of contract interpretation. He also advises clients on public works, construction, and real property transactions.
Parker graduated summa cum laude from the University of Oregon in 2006 and with honors from the University of Washington School of Law in 2012. At the UW, Parker was Editor-in-Chief of the Washington Journal of Law, Technology & Arts and earned membership in the Order of the Coif. Parker also interned with the Washington State House of Representatives’ Office of Program Research and Amazon.com’s intellectual property group. Prior to law school, Parker was a business reporter for the Spokesman-Review newspaper in Spokane, Washington. Parker joined Porter Foster Rorick in the fall of 2012.
